The estimated annual production of clean and green energy will amount to 87 GWh, which corresponds to the annual demand for electricity of 43,500 households. This means that the residents of the Kostomłoty County and the surrounding areas which belong to the Środa Śląska Poviat, namely Malczyce, Miękinia, Udanin and Środa Śląska could be fully supplied with clean wind energy. The investment in Kostomłoty really changes the Polish energy market and develops zero emission economy fully reliant on green energy sources. Thanks to it, it will be possible to avoid emission of up to 75,000 tons of CO2, 71 tons of SO2, 72 tons of NOx, 25 tons of CO, 4 tons of dust into the atmosphere and to reduce the use of hard coal by 40,000 tons annually.
The project has undergone a full Environmental Impact Assessment (EIA) procedure based on an EIA report prepared for a wind farm configuration of thirteen wind turbines in the preferred scenario and seventeen wind turbines in the alternative. The EIA procedure was preceded by annual monitoring of birds and bats in the site of the planned project. The EIA procedure was completed in July 2013 with the issuance of the environmental decision (document no. RITGNROŚGP.6220.2.21.2013.TB). In 2016, the Company obtained a building permit for the construction of nine turbines, main substation, underground infrastructure for power and control cables, access roads to individual turbines, and assembly and maintenance yards. The building permits were amended in 2016, 2017, and 2018 to reflect the final selected wind turbine types and other minor changes.
Currently, the project includes the construction of nine turbines to be located in the area delineated by the villages of Bogdanów, Godków (southwest corner), Paździorno (east corner), Piotrowice (northeast corner), and Wichrów (northwest corner). According to the building permit (amended in 2018), the capacity of individual Vestas V136 wind turbines will be 3 MW. The parameters of the wind turbines are as follows:
The financing institution for the project is mBank S.A. At the end of 2020, the project underwent an Environmental and Social Due Diligence (ESDD) conducted by an independent consultant, which showed that the environmental impact assessment procedure conducted was in compliance with the EIA Directive. In addition, as a matter of good practice, the project was assessed to meet the Performance Requirements (PRs) of the European Bank for Reconstruction and Development (EBRD). The ESDD has demonstrated that the project meets the operational requirements listed above.
As part of the analysis, a project-specific Environmental and Social Action Plan (ESAP) was also prepared that includes actions needed to be implemented during the construction phase, including:
The general contractor for the construction work was selected in late 2020. The construction was preceded by initial training for subcontractors. The training covered occupational health and safety, environmental protection as well as ethical issues (Polenergia Group environmental and social policy and standards of conduct for partners – vendors and subcontractors). In addition, the construction stage is monitored by specialists from BIO EKSPERT, who are responsible for environmental supervision. The work started in April 2021 and ended in October 2022 with a concession for production of electric energy.
